I-290 AND WELLS STREET SIGNALIZED INTERSECTION
When IDOT adds capacity to the expressway, it will still end at a signalized intersection.
When IDOT adds capacity to the expressway from Racine Street to Mannheim Road, the expressway will still end at the traffic light at the Wells Street intersection. Signalized intersections have far less capacity than the expressway because the traffic light alternates green signal time to east-west and north-south traffic.
